Project Background

The Further Expansion of Shek Wu Hui Effluent Polishing Plant (SWHEPP) is a designated Project (DP) under F.1 and F.2 of Part 1, Schedule 2 of Environmental Impact Assessment Ordinance (EIAO). The “North East New Territories New Development Areas” Environmental Impact Assessment (NENT NDAs EIA) Report (Registered No.: AEIAR-175/2013) covered the assessment for the Further Expansion of Shek Wu Hui Sewage Treatment Works (SWHSTW), and the associated Environmental Monitoring and Audit (EM&A) Manual was approved on 18 October 2013.

The existing SWHSTW is operated and maintained by the Drainage Services Department (DSD). It provides secondary level treatment to sewage collected from Sheung Shui, Fanling and adjacent areas. Owing to population growth in the catchment and anticipated village sewerage completion, the existing SWHSTW will reach its design capacity of 93,000 m3/day in 2018. SWHEPP Improvement Scheme would increase the treatment capacity to 190,000m3/day and upgrade to tertiary treatment level. Main Works Stage 1 is to cope with sewage flow generated from the population growth of Sheung Shui and Fanling areas and the sewerage network expansion.
